You’re in luck – Eastern Europe is dominating the list once again, and this latest report has revealed the top 10 most affordable cities for a European escape this year. Whether you’re traveling solo, as a couple, or with friends, these destinations offer incredible experiences without breaking the bank.

The 2025 City Costs Barometer compared the average prices for 12 key expenses in 38 popular European cities. The study looked at costs like accommodation for two nights for two people, public transport, meals, drinks, and top attractions. The clear winner? Riga, Latvia, with a total average spend of just £252.63 (€295.58).

Even more interesting: 7 out of the 10 cheapest destinations are in Eastern Europe. Cities like Vilnius, Warsaw, Podgorica, and Krakow are not only rich in culture and history but also incredibly budget-friendly. And while Lisbon and Porto remain Western Europe’s best-value picks, there were some notable drops in prices in Helsinki, Riga, Warsaw, and Amsterdam.

Let’s explore the top 10 cheapest European city breaks in 2025 and why they deserve a spot on your travel list. These cheap destinations in Europe were presented by the Post Office Travel Money report. 

If you recall (if not, I am telling you now), last year I presented you another report with the cheapest city breaks in the world (of course, it depends on whether they are close to you or not, as the flights may not justify a short trip).

The conclusions in that report are very different than the ones in this barometer – so it is interesting to compare them. Last year, the cheapest city break IN THE WORLD was Timisoara – a city in Romania – while in this report, there is no city from Romania (but there are 3 from Poland in this one). 

To make this report even more relevant and useful to you, I am including for each city some hidden gems and an event to enjoy this year!

1. Riga, Latvia – £252.63 (€295.58)

I admit, this city is a surprise for me – but it is great to see that new cities are featured in various tops, especially as one of the trends this year is visiting smaller, less famous cities.

Underrated spot: Lake Skadar National Park, a short drive away, is perfect for birdwatching and boat tours.
